Governor Jindal Recommends Funding for Southeast Louisiana Capital Outlay Construction Projects

BATON ROUGE – Today Governor Bobby Jindal announced his support for construction and infrastructure projects in Southeast Louisiana that his administration is recommending for funding at the upcoming meeting of the State Bond Commission. In total, the recommendations include over $62 million in support for higher education throughout Louisiana. Since 2008, the Jindal administration has supported more than $700 million dollars in critical higher education infrastructure investments across the state, including more than $225 million for Louisiana Community and Technical College campuses.

Gov. Jindal said, “Investing in these key projects throughout Southeast Louisiana will continue to improve our state's colleges and universities, health care services and infrastructure. These investments will make Louisiana more attractive to companies who want to expand or invest in our state so we can create more opportunities for our people right here at home."

Southeast Louisiana projects recommended to the State Bond Commission include:
  • $21.5 million in Priority 2 funding for New Orleans Sports Arena Improvements, Planning and Construction in Orleans Parish with an additional $20 million in future Priority 5 funding for a total investment of $41.5 million;
  • $1.5 million in Priority 2 funding for Morganza to Gulf of Mexico Flood Control Feasibility Study, Planning, Design, Right of Way and Construction of Levees, Floodgates and Other Flood Control Systems in Ascension, Assumption, Iberia, Iberville, Lafourche, Pointe Coupee, St. Martin, St. Mary, Terrebonne, West Baton Rouge Parish with an additional $25 million in future Priority 5 funding for a total investment of $26.5 million;
  • $10 million in Priority 2 funding for New Orleans Exhibition Hall Renovation, Planning and Construction in Orleans Parish with an additional $10 million in future Priority 5 funding for a total investment of $20 million;
  • $19.5 million in future Priority 5 funding for Peters Road Bridge and Extension, Planning and Construction in Jefferson and Plaquemines Parish;
  • $10 million in future Priority 5 funding for Professional Sports Facilities, Planning and Construction and Lease Hold Improvements in Jefferson and Orleans Parish;
  • $750,000 in Priority 2 funding for National WWII Museum Campaigns Gallery and LA Memorial Pavilion Train Station Experience Construction in Jefferson Parish with an additional $16.25 million in future Priority 5 funding for a total investment of $17 million;
  • $1 million in Priority 2 funding for Milan Upland Yard Improvements at the Port of New Orleans with an additional $9.165 million in future Priority 5 funding  for a total investment of $10.165 million;
  • $7 million in future Priority 5 Noncash Line of Credit for Eastern New Orleans Hospital, Planning, Design, and Construction in Orleans Parish;
  • $1 million in Priority 2 funding for St. James Parish Land Acquisition, Planning and Construction in St. James Parish with an additional $6 million in future Priority 5 funding for a total investment of $7 million;
  • $1 million in Priority 2 funding for Hwy 23 Elevation for Three Miles of Emergency route Flood Protection, Planning and Construction in Plaquemines Parish with an additional $5 million in future Priority 5 funding for a total investment of $6 million;
  • $500,000 in Priority 2 funding for Jefferson Parish Business Park, Science and Technology Academy and Conference Center in Jefferson Parish with an additional $5.5 million in future Priority 5 funding for a total investment of $6 million;
  • $5 million in future Priority funding for Terry Parkway Drainage Between Carol Sue Drive and Industry Canal in Jefferson Parish;
  • $2 million in Priority 2 funding for New Mental Health Clinic for New Orleans Behavior, Social, and Medical Support Detox Clinic in Orleans Parish with an additional $2.5 million in future Priority 5 funding for a total investment of $4.5 million;
  • $4.5 million in Priority 2 funding for Bayou Segnette Sports Complex Improvements, Including Hall B Expansion, Planning and Construction in Jefferson Parish;
  • $2.15 million in Priority 2 funding for Bonnabel Canal Rehabilitation and Bank Stabilization (Veterans Blvd. to west Esplanade), Planning and Construction in Jefferson Parish with an additional $2.2 million in future Priority 5 funding for a total investment of $4.35 million;
  • $4 million in Priority 2 funding for Integrated Petroleum Technologies Program (IPT) Lab and Classroom Building at L.E. Fletcher Technical Community College, Planning and Construction in Terrebonne Parish;
  • $300,000 in Priority 2 funding for South Kenner Road Rehabilitation from Live Oak Blvd. to River Road, Planning and Construction in Jefferson Parish with an additional $3.7 million in future Priority 5 funding for a total investment of $4 million;
  • $3.8 million in Priority 2 funding for Rehabilitation of Dock #1 Section A Seawall at the St. Bernard Port, Planning and Construction in St. Bernard Parish;
  • $1.25 million in Priority 2 funding for New Mental Health Center for Desire/Florida Mental Health Clinic, Including Purchase, Construction, and Renovations in Orleans Parish with an additional $2 million in future Priority 5 funding for a total investment of $3.25 million;
  • $100,000 in Priority 2 funding for Kingsley House Renovations, New Construction, and Major Repairs in Orleans Parish with an additional $2.965 million in future Priority 5 funding for a total investment of $3.065 million;
  • $3 million in future Priority 5 funding for Audubon 2020 Exhibits in Orleans Parish;
  • $3 million in Priority 2 funding for Louisiana Cancer Research Center in New Orleans, Planning and Construction in Orleans Parish;
  • $1 million in Priority 2 funding for WYES-TV Katrina Rebuilding/Equipment Project, Planning and Construction in Orleans Parish with an additional $2 million in future Priority 5 funding for a total investment of $3 million;
  • $1.4 million in Priority 2 funding for State Streets in Algiers, Planning and Construction in Orleans Parish with an additional $1 million in future Priority 5 funding for a total investment of $2.4 million;
  • $500,000 in priority 2 funding for Emergency Evacuation Complex, Planning and Construction in Plaquemines Parish with an additional $1.75 million in future Priority 5 funding for a total investment of $2.25 million;
  • $100,000 in Priority 2 funding for Orleans Parish Sheriff Mental Health Facility, Planning and Construction in Orleans Parish with an additional $2 million in future Priority 5 funding for a total investment of $2.1 million;
  • $2 million in Priority 2 funding for Airline Drive (US61) at 17th Street Canal Drainage Crossing and Railroad Bridge Replacement, Planning and Construction in Jefferson Parish;
  • $250,000 in Priority 2 funding for Hancock Street Canal Improvements (Kepler Street to Vigil Street) in Gretna, Planning and Construction in Jefferson Parish with an additional $1.7 million in future Priority 5 funding for a total investment of $1.95 million;
  • $500,000 in Priority 2 funding for Lighthouse for the Blind, Planning and Construction in Orleans Parish with an additional $1.3 million in future Priority 5 funding for a total investment of $1.8 million;
  • $800,000 in Priority 2 funding for Zephyrs Baseball Facilities Repair, Renovation and Improvements in Jefferson Parish with an additional $1 million in future Priority 5 funding for a total investment of $1.8 million;
  • $265,000 in Priority 2 funding for Ogden Museum/ Taylor Library Renovation, Planning and Construction in Orleans Parish with an additional $1 million in future Priority 5 funding for a total investment of $1.265 million;
  • $1 million in Priority 2 funding for Water Plant Improvements in Westwego, Planning and Construction in Jefferson Parish;
  • $1 million in future Priority 5 funding for Port Access Road and New Commercial Boat Slip Facility in Jefferson Parish;
  • $1 million in Priority 2 funding for McDonoghville Fire Station in Gretna, Planning and Construction in Jefferson Parish;
  • $485,000 in Priority 2 funding for Louisiana Children’s Museum Early Learning Village, Planning and Design in Orleans Parish with an additional $500,000 in future Priority 5 funding for a total investment of $985,000;
  • $980,000 in Priority 2 funding for Emergency Shelter and Livestock Facility Addition, Planning and Construction in St. Tammany Parish;
  • $940,000 in Priority 2 funding for Gretna Police Department, Construction and Armory, Elevation/ Flood Proofing/ Wind Retrofit, Planning and Construction in Jefferson Parish;
  • $800,000 in Priority 2 funding for Park Improvements in Westwego, Land Acquisition, Planning and Construction in Jefferson Parish;
  • $710,000 in Priority 2 funding for Terrebonne Port Slip Dredging and Improvements for government Multi-Use Complex, Planning and Construction in Terrebonne Parish;
  • $700,000 in Priority 2 funding for Replace HVAC System at New Orleans Creative Center for the Arts in Orleans Parish with an additional $50,000 in future Priority 5 funding for a total investment of $750,000;
  • $740,000 in Priority 2 funding for Waggaman Subsurface Drainage Improvements, Planning and Construction in Jefferson Parish;
  • $525,000 in Priority 2 funding for West Bank Hurricane Protection Levee in St. Charles Parish;
  • $500,000 in Priority 2 funding for Behrman Park Improvements, Planning and Construction, Master Planning in Orleans Parish;
  • $450,000 in Priority 2 funding for George W. Carver Playground, Renovations and Upgrades, in Orleans Parish;
  • $400,000 in Priority 2 funding for St. Tammany Parish Fishing Pier, Planning and Construction in St. Tammany Parish;

  • $200,000 in Priority 2 funding for Terrebonne Parish Consolidated Government, Upper Bayou Dularge Pump Station, Planning and Construction in Terrebonne Parish;
  • $200,000 in Priority 2 funding for Codifier Blvd., Homestead Avenue, and Brockenbraugh Court Subsurface Drainage Improvements, Planning and Construction in Jefferson Parish;
