Governor Bobby Jindal Announces Appointments to the Water Resources Commission

BATON ROUGE – Today, Governor Bobby Jindal announced appointments to the Ground Water Resources Commission.

The Ground Water Resources Commission serves to review and approve or reject any orders of the commissioner of conservation placing restrictions on wells upon petition by the owner of the affected well. Additionally, the commission is charged with developing a statewide ground water resource management program and reviewing the contingency plan developed by the commissioner of conservation to respond to a ground water emergency.

According to the statute, the commission is comprised of nineteen members, including the governor, the commissioner of conservation, the commissioner of agriculture and forestry, the secretary of the Department of Economic Development, the secretary of the Department of Environmental Quality, the secretary of the Department of Health and Hospitals, the secretary of the Department of Wildlife and Fisheries, the secretary of the Department of Transportation and Development, and the director of the Governor’s Office of Coastal activities or their designees. The remaining ten commissioners are the following gubernatorial appointments:
  • One geologist or engineer with expertise in ground water resource management; 
  • One member selected from nominations submitted jointly by the Louisiana Chemical Association, the Louisiana Mid-Continent Oil & Gas Association, the Louisiana Association of Business and Industry, and the Louisiana Pulp & Paper Association; 
  • One member selected from nominations by the Louisiana Farm Bureau; 
  • One member selected from nominations submitted by the Police Jury Association of Louisiana; 
  • One member selected from nominations submitted by the Louisiana Municipal Association; 
  • One member selected from nominations submitted by the Sparta Groundwater Conservation District Board of Commissioners;
  • One member selected from nominations submitted by the board of commissioners of the Capital Area Groundwater Conservation District; 
  • One member who resides or works in the region of the state underlain by the Chicot aquifer; 
  • One member selected from nominations submitted by the Louisiana Landowners Association; 
  • One member selected from nominations submitted by the Louisiana Wildlife Federation, Coalition to Restore Coastal Louisiana, and the League of Women Voters. 
  • The executive director of the Sabine River Authority or his designee.
  • The executive director of the Louisiana Public Service Commission or his designee. 
  • One member appointed by the governor from a list of three nominations submitted by the Ports Association of Louisiana.
  • One member appointed by the governor from a list of three nominations submitted by the Louisiana River Pilots' Association.
  • One member, who is a lawyer licensed to practice in Louisiana with not less than five consecutive years in the practice of law in Louisiana and who has legal expertise in water law, appointed by the governor from nominations submitted by the chancellor of the Louisiana State University Law Center, the dean of the Loyola University New Orleans College of Law, the chancellor of the Southern University Law Center, and the dean of the Tulane University Law School;
  • Two members, one appointed by the chairman of the House Natural Resources and Environment Committee, and one appointed by the chairman of the Senate Natural Resources Committee who does not represent commercial, industrial or agricultural interests but who represents residential consumers;
  • The chairman of the House Committee on Natural Resources and Environment, or his designee, shall serve as an ex-officio non-voting member; and
  • The chairman of the Senate Committee on Natural Resources, or his designee, shall serve as an ex-officio non-voting member.
Appointments to the Water Resources Commission:

Jerry Graves Sr., of Chalmette, is the Director of Operations for the St. Bernard Port, Harbor and Terminal District. Graves will be appointed to serve as a representative of the Ports Association of Louisiana, as required by statute.

Capt. Michael Rooney, of Harvey, is the President of the New Orleans Baton Rouge Steamship Pilots Association and the Vice President of the Gulf Region for the American Pilots Association. Capt. Rooney will be appointed to serve as a representative of the Louisiana River Pilots’ Association, as required by statute.
